Evaluating the Performance of the Military-Civilian Technology Cooperation Program: Comparative Analysis of National R&D Programs

초록

This study empirically examines whether the Civil Military Technology Cooperation Development Program(CMTCDP) produces different outcomes than structurally comparable national R&D projects. To reduce selection bias and improve comparability, we apply Coarsened Exact Matching(CEM) to construct a matched control group and then assess performance across both economic and scientific technological indicators, including sales revenue, employment creation, patents, and SCI-indexed publications. The results show no statistically significant differences in sales revenue or SCI publications between the CMTCDP and matched national R&D projects. In contrast, the CMTCDP demonstrates significantly stronger performance in patent production and employment creation. These findings suggest that the CMTCDP is oriented toward applied technology development and technology diffusion rather than academic outputs, with comparative strengths in innovation, intellectual property generation, and job creation. Academically, this study contributes by providing the first matching-based empirical evaluation of the CMTCDP. Policy implications include the need to diversify evaluation metrics beyond short-term financial outcomes, strengthen institutional mechanisms for civilian diffusion, and design tailored supports to broaden SME participation. Future research should incorporate longer-term outcome tracking and more granular technology-level variables to enhance precision.
