남북한 연성통합의 딜레마와 한러협력의 기회･공간

초록

The purpose of this article is to review the dilemma faced by the Korean government's pursuit of peace on the Korean Peninsula and the soft integration between the two Koreas, Russia's strategic position in Northeast Asia/Korean Peninsula amid the US-China strategic competition, and the opportunity and space of South Korea-Russia cooperation in the approach to implementing the soft integration policy. South Korea is facing the risk of entrapment/abandonment, a serious security dilemma accompanied by alliance politics in a complex Northeast Asian conflict structure of the US-China competition, which combines traditional geopolitical factors and identity confrontation. In order to alleviate or circumvent this dilemma, it is necessary to demonstrate that the Korean Peninsula is not a stage for conflicts in the great power politics of Northeast Asia, but a place for peace and co-prosperity that alleviates the conflict. This paper proposes that the Korean government accumulate and utilize the ‘relational power’ through ‘peace diplomacy’ with neighboring countries as an approach to creatively practice the soft integration of the two Koreas. In order for South Korea to expand opportunities and space for cooperation with Russia, which has a strong policy affinity in the pursuit of the two Koreas’ soft integration, it is necessary to pay particular attention to the following two points: the free port and leading development zone projects promoted by the Far East Development Plan of Russia, and the Ussuriisk Korean diaspora network as a cross-border community model.
