조선후기 凶荒 현장과 제주 목민관의 생각
초록
This article intends to scrutinize a provincial governor’s reaction of assistance toward a agriculturally devastating season by reflecting his own records. Remaining works by Gumyoung Nam and Hunsu Yang, governors in Cheju Island, become a primary source to be analyzed. A overall design of the works causes to depict what a poor harvesting was. Contrary to The Annals of the Joseon Dynasty, governors’ private records do not only bring forth what seniors and children were struggling in poor season, but also how the others reacted to the poor. Another fact to be noted would the governors’ policies of assistance for the poor. Gumyoung Nam suggested a free trade between the Island and the Land so that people could manage with their difficulties. Hunsu Yang insisted that governors pay more attention to the accumulation of people’s property. Both fully reflected a specific characteristics of Jesu Island and tailored their policies of assistance.
