A Study of the Validity of Preliminary Feasibility Studies: Focused on General Guidelines

초록

Preliminary feasibility studies were introduced to evaluate the validity of new large-scale government projects and have changed in consistency with revisions of the “General Guidelines for Preliminary Feasibility Studies,”which defines the methods and standards for conducting preliminary feasibility studies. Existing research on preliminary feasibility studies has focused on specific project areas or implementation issues. This study analyzed the theoretical, institutional, and implementation issues of preliminary feasibility studies to assess the comprehensive validity of preliminary feasibility studies. The related literature is reviewed, along with the general guidelines, first published in 1999 and revised five times, while major challenges were identified related to preliminary feasibility studies. Then, challenges were divided into four topics: 1) the problems with preliminary feasibility studies inconsistent with theories; 2) the problems with preliminary feasibility studies inconsistent with the guidelines; 3) the problems with the guidelines’lack of necessary contents; 4) the problems with implementing proper guidelines. Lastly, theoretical issues and problems related to each topic are discussed and policy implications suggested.
