자치구(自治區)의회의 정책기능에 관한 고찰

초록

Gu council, as a local council, has important roles in the process of making, enacting and evaluating policy in local government. The roles are accomplished though dealing with regulations, budget, inspections on the executive body and petition by the residents. In this paper, some alternatives for enhancing these roles of Gu council are suggested as follow: All the personnel working for the council are to be appointed by chairman of the council. Assistant and education for the councilmen are necessary in order to develop the councilmen's ability for policy. More active roles in regulations, budget, inspections on the executive body and petition are required for the better roles of Gu council as a policy partner.
