정책학의 잃어버린 성궤를 찾아서 - 합리성에 가리어진 감정에 대한 재조명 -
초록
This paper argues that the post COVID pandemic policy studies need to recognize the importance of emotion. It has long been the conventional view in the policy world that the very core of good government and good policy lies in the rational problem solving based on reason. This idea is rooted in the Weberian model of bureaucracy which downplays and exclude the role of emotion. However this kind of work-oriented thinking has a serious limit in light of human dignity. Human beings by nature pursue the satisfaction of both reason based needs and emotional desires. Therefore a government that just works hard to solve social problems while completely ignoring emotional status of citizens cannot be a good government. Likewise a public policy that performs successfully cannot be called a good policy if it makes citizens angry. Both policy scientists and policymakers need to pay serious attention to citizens’ emotional responses as well as to the role of emotion in the policy process.
