Research Trends and Future Agendas for Public Sector Industrial Relations in Korea

The purpose of this study is to review academic research on industrial relations in public sector and to suggest future research directions in analyzing 115 articles drawn from Research Information Sharing Service (RISS). To analyze the articles for the last 20 years, we classify the research based on the system of analysis we make, considering theories, subjects, disciplines and methods. We distinguish the relevant articles according to the President’s term because the industrial relations outcome in public sector has been influenced by the policies of ruling government. There are four major points from our research. First, the research tends to focus on industrial relations actors and rule-setting process reflecting the fact that industrial relations in public sector has been mainly developed in subjects of government’s reformation policy on public sector and trade unions’ responses, and trade union’s action following to legalization of the Public Employees Union and Teachers Union. Second, in terms of academic discipline we find that research has been published mainly in Public Administration journal than Industrial Relations. We speculate industrial relations in public sector has been involved in Korean government’s policy. Interestingly, Public Administration deals with public employees in and of themselves, while Management and other social science addresses on public enterprise. Third, to take a look at the level of analysis we find the trends of more national level studies in Law, more industrial level analyses in Public Administration, and more individual level research in Management. Finally, regarding research methodology we find that deductive approach using statistics has been increasingly developed in recent years. Based on such points we analyse, our conclusion is as below: First, research topics on industrial relations in public sector are accounted of the law and institution setting and their enforcement as political context, while the research has not attracted little attention to the comparison from its private sector. Second, the research tends to address certain issues that certain discipline focuses on, instead of attempt to find and explore wider range of interdisciplinary subjects and methods. Third, we find the research trend that quantitative research methods are increased using statistics analysis. In conclusion, we summarize the issues that will need to be considered in future research directions on industrial relations in public sector and identify the limitations of our analysis.
