영국의 경제위기 극복과 근로시간 유연화 전략 : 근로시간단축제도를 중심으로

초록
This study examines the ways in which British companies have prevented the possibility of mass redundancy, and carried out the work sharing programme which is based on working-time flexibility. Among many flexible working schemes, this study focuses on the short-time working scheme, which is one of work sharing programmes carried out through union-management collaboration. The main purpose of the work-sharing programme of British companies is to maintain both jobs and their competitiveness at the same time. Work sharing programmes could be implemented mainly through a 'job sharing' scheme and a short-time working scheme. While job sharing is an employment arrangement in which two people are employed on a part-time or reduced-time basis to perform the job normally fulfilled by one person working full-time, a short-time scheme is to help businesses minimise job losses especially during the economic crisis. As case studies of a short time working scheme, this study explores the experiences of JCB - one of the world's top three manufacturers of construction equipments, Honda UK and JLR(Jaguar and Land Rover). Finally, the study attempts to find out the implications of British cases for Korean companies, which chiefly rely on either mass redundancy or salary reductions as a way of trimming costs in turbulent times.
